Is a 2.8 - 3 year old too young for a scooter?

DS (nearly 28 months) always looks with envy at other little boys and girls on scooters. We were thinking of getting him one as his next big present - which will be either this Christmas or his birthday next year. At Christmas he will be 2.8 and on his birthday he will be three.
Are either of these ages too young for one? What is the most suitable age?

micro scooters are fabulous - and will last. Dd had one for at around 3, and got the hang very quickly. When she started she went at the sort of speed I could keep up with at a fast walk. Now (c 6 mths later) she can easily beat me, but is excellent at stopping at roads. And ds (5.5) enjoys a sneaky go too! Much easier and more fun than normal (cheaper) 3 wheel scooters.
And resale value is good, which helps the sting of the price tag...
