Legal but not ideal

you don't have to turn the airbag off, that's for rear-facing Group 0 infant seats

No its fine with air bag on Although you should put the sseat back as far as possible to lessen impact fronm the air bag

if you can turn the airbag off then you should as the airbag can seriously injure a child,
but yes its legal, whether the airbag is off or on,

legal, just not really recommended.
Airbags are designed for adults and even then soemtimes injure adults- slight burns, smoke inhalation. Better than the alternative however.
Make sure the seat is as far from the dashboard as it can be.

Not idea in any case, children are much safer travelling in the back seat.
