Sibling regression when potty training

My 23mth old is showing signs of wanting to be potty trained. Shes taking off her nappy, when she wants to go to the toilet, but not using the potty etc. Thus she's been weeing or pooing on the deck or floor. Trying to get her to get to the potty, but as yet its not quite clicked.
The problem i have is my three year old, whos been dry during the day, has started to wet herself on occassions or at night (before asleep) poo in her nappy. When i ask her about it, she laughs. Unsure if others have experienced some regression when training younger siblings. Not too sure on how to manage her behaviour. Grateful for any advice.
