Dirty scalp?

my 3 y old looks like he has a dirty scalp - is this normal? (wondering if a type of cradle cap, or really is dirt...dont wash hair with shampoo all that often)..

mine has a little bit of this too. i will do something with conditioner soon, but he has still got a few cpox spots atm.
