Yes, I would ask her to her face. If she is obviously not keen, comes up with excuses, etc, there isn't much you can do except tell your DD that K is too busy to come round right now or similar vague reason...

No I would just drop it and explain to you dd that not all families have time for tea dates.

I wouldn't put the mother on the spot, she obviously doesn't want to come, I can't see anything to be gained from asking her outright.

I can be a bit crap like that, I just forget about things if they are arranged in advance or if I think I have a while to respond. I do try to do better now for the sake of the kids but it really does take an effort.

All my friends now know to follow up with a text or call the day before

I would ask her rather than hand out an invite, not to put her on the spot mind, but because a written invitation might feel to formal for her and intimidating?
