nappy rash help needed

Lo age 15 months has developed a rash which is confined to her genital area, not on her bottom at all.

I've tried using both sudacrem and bepanthem, also tried different wipes and also plain water and cotton wool. Nothing is shifting it, helpppppp

is it raised? Could it be thrush?

Yes like individual spots, oh I hadn't thought of thrush

Perhaps I should try and get an appointment at gp's.
