my friend says if her bubba just has a wee she takes out insert and just pops in a clean one, using dirty outer, she says most people she knows does it?!?!?!

I wouldn't and it isn't recomended. You are def meant to wash the whole thing as the fleece has had wee all over it. I guess it isn't going to do any major harm. Does she do it just once or do you meant she uses the same one till it has poo? I think she is using it like a 2 part system - like a nappy and wrap, where you would only wash the wrap when dirty or at the end of the day.

No, I wouldn't want to keep a weed-on nappy next to dd's skin. I did read somewhere that the inners can start smelling of wee even when clean if they're re-used without washing each time.
