Is this nettle rash (urticaria)?

And if so can I give my just turned 2 year old any more piriton? He had 2.5ml at 3 pm today.

The rash is red, very slightly raised, tiny tiny pinpricky spots, and doesn't seem to be bothering him much. I think he has hay fever anyway, that's why I gave him the piriton. he is still snotty, and he had a similar rash this time last year which the nurse put down to nettle rash.

It doesn't sound like urticaria to me but I'm no expert. Urticaria tends to present as spots with lighter centres surrounded by a red, raised area (this is called a wheal). There are lots of images here .

It's also, IME, very itchy.
