Potty training - DS doesn't empty his bladder completely when he does a wee

DS (2.6) suddenly declared this week that he wanted to wear pants not nappies, so I've been thrown into unplanned potty training mode.

He doesn't yet ask to go to the loo but he does a wee pretty much on demand when I take him. The thing is, he only does very small ones and I have to encourage him to do a bit more, and a bit more until I let him off! Sometimes he wets his pants only a short time after doing a tiny wee on the loo. Then he seems cross with himself and asks for a nappy...

Why can't/won't he empty his bladder in one stream, and in one go? And how can I help him learn to do this?
