4 year old - new probs with weeing

My DS is 4 and a half and for the last week or so has been going for a wee and then using lots of toilet roll to wipe his willy then insisting it is still wet when it isn't. He doesn't want to pull his pants up in case it is wet and often after he has eventually pulled his pants and trousers back up he will, a short while later, pull them down again insisting that he has leaked wee on his pants (he never has).

His willy is not red or sore looking but I wondered whether he could have a water infection? He is well in himself, running around as normal. He has been touching/playing with his willy a lot recently but I put that down to him being a boy and didn't think much of it. Its the wee thing that's bothering me.

Shall I take him to the doctor to rule out anything medically wrong?

I think the foreskin starts to pull away at around this age doesn't it? Perhaps it is feeling a bit different with the movement and he thinks that it feels "wet"?
