I have the same problem with me DD 2.2, she seems to have an incredibly long torso and she is quite tall (but not overly so), so I look at her in her 2-3 stuff now and think, gosh its not going to fit her for long! We do the rolling up sleeves thing, but I have found mini mode stuff in Boots to be really good for body length, she has quite a few things from there that fit her really well. Other than that its rolled up sleeves for us too.
