Why does she cry whether she manages toilet or has an accident?

My daughter is 29months and has been happily sitting on her toilet seat (without doing anything) for ages. On the occasional time when she has had her nappy off and peed, she has got very upset. I decided to do toilet training with her this week and started yesterday, but she is getting very upset whenever she pees, whether in the toilet or as an accident. Despite praise, starchart and smarties she does not seem to want to sit on toilet seat to wee.
She has previously refused to sit on the potty, which is why I got her sitting on toilet seat. Do you have any suggestions, as I feel ready to give up...

Maybe she's not ready?

Maybe she's freaked out by weeing - maybe she needs some naked time, in the garden, to just get used to the idea?
