Toddler pulling eyelashes before sleeping?

My (almost) two year old pulls at her eyelashes when I'm putting her down for naps or bed. She doesn't pull them out. Just plays and tugs at them.

Occasionally, she'll do it at other times. Usually when she's a bit bored, like in the car or having her bum changed.

Is this normal? I understand it's probably a self soothing behaviour. I'm just worried it'll develop into actual hair pulling.

My DS did that over the summer, haven’t noticed him doing it in a a good few weeks now so I wouldn’t worry.

Sounds like self regulating. Could you get her a new comforter, maybe something with different textures like silky etc and make a bit of a fuss over it (excited) that it’s for bedtime. Something for her to hold instead to keep her hands busy. It might have become a habit so I would try and redirect her hands to something else, or hold/stroke her hand.
