Is it unreasonable to expect a "mother" to control her 16 year old?

I've never had problems with neighbours and have lived here for 8 years but the house across the street is really starting to piss me off.

The woman basically has two sons at 14 and 16. The eldest was expelled from secondary school and now attends a pupil referral unit and the youngest is out all hours drinking on street corners with seemingly much older kids.

This alone makes me judge her as a bad mother but aside from that...

The lads are continuously throwing stuff in people's gardens, cans, crisp packets, bottles...half the time she watches them do it. I'm constantly having to go out and clean my garden from all their mess I feel like emptying my wheelie bin on her driveway.

They play football with their friends outside my house and continuously kick the ball at my car and house windows...one of these days they're going to smash something but does she say anything? no.

And lastly...the noise is REALLY starting to become a problem.

I don't know if the eldest is under some kind of curfew but he never seems to leave the front garden (youngest is never there) so of course, every teenager from the area ends up in there with him too and they sit or mess around from 7pm until early hours of the morning, shouting, screaming, laughing, balls being kicked everywhere...swearing at the tops of their voices, loud crude talk (last night one of the girls was shouting about how she'd "fuck" anyone for a tenner...cue lots of loud shouting and screaming.

This morning I was woken up at 3:30am by them all.

Now I have to shut the window on a night otherwise nobody can get any sleep.

Ok, I don't have teenagers but surely she could do more to control him and chavvy little friends??
