2 year old taking off nappy but wont potty train!

I need a bit of advice as I feel a bit stuck. I attempted potty training my 2 year old a month ago and it failed massively. He did not get a single wee into the potty, didnt care about being wet. We just didn't get anywhere so I put him back in nappies.

However over the last 2 weeks he has started to take his nappy off and say potty but wont actually sit on the potty. It started with just nighttime but now he is doing it during the day and it is starting to pee me off.

During the day if he takes it off or refused to have one on after I take a wet one off I am letting him be naked but he isn't using the potty in this time. Eventually he cries for his nappy pack to have a wee. If I dont put a nappy on he will eventually just wee wherever he is but he doesn't even acknowledge that he has done a wee or is wet!

He doesn't seem ready to potty train but equally wants the nappies off so I am at a loss on what to do!

For reference he is 28 months side of 2 incase that influences any advice people give.

If he's asking for a nappy to pee, he knows he needs to go. Then it's just finding a way to get him to sit: bribery, distraction, praise?

I can have him sit there by feeding him chocolate but he will not pee on it and I don't really like feeding him lots of chocolate either as you literally have to keep passing him chocolate otherwise the second you stop he gets off and walks away but its the only thing that gets him to sit on it.

I find it crazy he doesn't care about being wet. He asked to wear some pants earlier instead of his nappy. He fully weed in them and was soaking wet and he didnt even say anything or ask me to take them off!
