Do screen time rules still make sense for a 14-year-old?

We have a 14 yo year 9 son. Is having screen time rules still a thing at this age?Unless he has football training, he’s on his phone for hours after school before bed. We put phones away at 8pm to watch tv together and no phone in room overnight, or at the table. He doesn’t get daily homework. We want him to read more but he’s reluctant. He’s not a big gamer. What else do kids do after school if they’re not on their phones? Our other son is disabled so they can’t entertain themselves together. Other half wants to impose rules about this, I’m more relaxed.

I think yes to rules, but if he already gives it up at 8pm then that's sufficient. I don't think you need additional limits as long as he's doing whatever homework he does get, doing his football practice and doing his chores after all that's done and before 8pm I think he's ok to have phone time.

What's he doing on the phone is the bigger question.
