Strange rash after being outside

Has anyone any idea what could cause this rash?
Weve been to the GP and they weren’t too sure but settled on viral so now I’m unsure 😂
It started on his face after being in sun, sun cream had been applied and I originally thought it was a reaction to the suncream but it has since spread to his torso which I didn’t apply cream to.
It seems to flare up and down and is worse after being outside!
Theyre like small tiny bumps under the skin and some more prominent ones. I’m already thinking he has hay fever but can that cause a rash?

Yes, when I was a child a rash was my first hayfever symptom.

Could be juvenile spring rash? I found out about it this year because my 7 year old got it on his ears and my 14 year old got it on his hands. I have never seen or heard of it before! https://www.nhs.uk/conditions/polymorphic-light-eruption/
