18 month old sleep - at a loss

My 18 month old who has typically been a good sleeper since 14 months has started waking in the night crying/screaming. I've tried Calpol and nurofen but it doesn't make a difference so I don't think it's teeth.
He'll wake around 11, he'll go back to sleep but as soon as i leave the room he's up crying again. This goes on for hours until eventually he comes into bed with me or I sleep on the floor with him.
Unfortunately it's not sustainable to have him in bed with me because my 3 year old is going through a phase of waking in the night after starting pre school and if I go and settle my 3 year old my 18 month old becomes hysterical and it's not safe to leave him in my bed alone.
I just don't know what to do. I've brought his nap earlier and cut it. No difference. I've tried white noise. Any ideas? I'm really starting to suffer from the lack of sleep. I'm averaging about 4 hours a night.

Just to add some details: husband works away a lot, helps when he's home but often isn't.

Nap is now 11:30-1 but often only ends up being half hour as this sleep has also gone to pot.

Floorbed in the 18 month olds room? We have one for our 17 month old and it makes it much easier when she occasionally wakes in the night.

I think floored too. Even if you don't roll away, you can grab some sleep. I'm about to buy one for similar reasons.

The room is a box room and only just fits the cot in so I dont think a floor bed will fit. I'll also still have to leave the room to settle my 3 year old which is difficult to do when an 18 month old is wailing from another room 😳
