Can anyone tell me what this might be ????

No but please take baby to the GP asap to get this checked out. They have to give you a same day appointment for a newborn. Is it blanching under a glass? Call 111 straight away now for advice.

I would want that seen asap to rule out measles. How is your baby , temperature, feeding ok?

He’s so tiny I would just take him to A&E - he’ll be triaged immediately at that age. Pin prick rash could be meningitis…
