Dumb phone with Spotify?

Is there such a thing? Ds wants to be able to text and call but also listen to Spotify. Don’t really want any other smartphone capabilities. Currently has a Nokia but music is only radio.

Of course there is no such thing! If you want Spotify you need a phone that can access the internet/WiFi, i.e. a smartphone.

No. Spotify requires Android or iOS to run on a phone. A dumb phone won't have either operating system.

At first we turned an old iPhone into a dumb phone (using parental controls) and enabled only messaging and Spotify. Now we have The Balance Phone (essentially a dumb phone that looks like a smart phone). I think UK has something similar.

You could get a pretty basic smartphone and use a Brick or Lockd device to disable the apps and features you don't want them to access.
