How can I help my 5 year old to be kind?

It might sound like a strange title but I'm worried about my 5 year old. He's a loving boy but at the same time, he struggles to be kind. He's not polite, he always annoys his older brother and picks on him and recently we've noticed he doesn't have many friends at school and says the children annoy him. Basically my husband and I are worried for his future. In comparison, his 8 year old brother is polite, kind, loving and has a lovely group of friends at school. We've brought the boys up the same, instilling the importance of manners, kindness etc, but it doesn't seem to register with our 5 year old. He does OK at school, the teachers have no concerns but I don't want this to get worse. He is a lovely energetic boy, but I don't know how else to put it except he struggles to be nice and polite most of the time! Are there any books anyone could recommend that might help me to help him? Or any other suggestions? One of my main concerns is he won't form friendships if he carries on like this...Thank you.
