Toddler wind chapped cheeks - What's best?

My 18 month old goes to nursery by bike and loves to be out in all weathers. At a result, they keep getting sore/dry/windy chapped skin on their cheeks and near their eyes. They don't have eczema but their skin is delicate and they are prone to nappy rash.

Sudocrem is too heavy, Johnson's baby lotion isn't heavy enough - what would you use to protect little one's face from getting wind chapped?

Aquaphor. It’s American, like a better version of Vaseline so both a barrier and moisturising but without the heaviness of a nappy rash cream. Our daycare in Chicago recommended it for DD and it 100% works even for the serious weather they get over there!

Weleda weather balm. It’s like an ointment, just dot on a tiny amount as it is a little sticky.

This is the best I have found. It’s called Weather Protection Balm I think. Also good for chapping around lips.
