Scooter has been in the garage for months, took it out and noticed black spots, cant get them out with cleaner, is it safe

It’s a bit of mildew, put some bleach on it

But some skater wrap tape for the handles if you are concerned about hands coming into contact (but agree with PP, bleach will get rid of mildew)

Wash it. I wouldn’t risk putting bleach where the child puts her hands.

Use vinegar instead of bleach, the black stain will still be there be it is good for killing mould on porous surfaces. I wouldn't worry about it at all.
