I once found a pile of vintage Spiderman comics in a charity shop. They were 50p each so I bought them all and used them in party bags.

Possibly worth a small fortune!

What about hot chocolate mugs? A mug, some hot chocolate powder or drinking chocolate/ cocoa powder and marshmallows in a cellophane cone, and a spoon?

One of those fish shaped bits of plastic that curl in your hand, a wriggly "snake", a mini bouncy ball, a punchball balloon.

Kids like plastic tat.

Bit outing, but when DD was 7 or 8 she had a Victorian tea party. For Party "bags" I got a set of mixed vintage cups and saucers from the 40s, 50s and 60s, this sort of thing

We made home made sweets (peppermint creams) in the party and I put them in the cups. At home time each child got a wrapped up saucer, they opened it and took home the matching cup with peppermint creams. Most of the girls kept their cup for ages - DD still has hers on a shelf and she's 16 now.

Mr Squishy.
He was a tiny little stretchy figure (about an inch long) that was completely pointless but well loved for a long long time until an over enthusiastic stretch pulled his head off.

Bad for the environment, can be harmful to animals when discarded, is I think the essence of it.

Helium is also harmful to children if ingested, and there's a finite quantity so if used in balloons, less remains for medical gases.
