Encouraging movement in a baby

My DD is 14 weeks old. I've been doing tummy time multiple times a day and have her on her back for lots of time during each wake window. She discovered her hands about 4 weeks ago and for the past week will suck and chew on them or suck her thumb at every opportunity. She could be teething but there are no signs of actual teeth yet.

It's got to the point where the second she's on her back she chews her hands or sucks her thum, and now during tummy time keeps her head down so she can chew her hands. She won't take a dummy, I've tried multiple types.

She isn't yet reaching for things dangling over her, and doesn't grasp things independently, let alone bring them to her mouth, and I'm worried with her new found hand focus that she won't reach the milestone. I'm aware that a lot of these milestone ages are arbitrary, but just wondering what I can do to encourage her?

I would say you are worrying too much. Like everything else this is a phase and it will pass.

Yep all babies do that. She's discovered her hands. Also, she's going to be putting things in her mouth for a looong time.
