Cut that turned into a white blister?

I’m not sure what if this is a cold sore or something else, but she had a cut on her lip then in turned into this. This is the second time it has happened. I don’t get cold sores so I’ll be very upset if is as i was very set on people not kissing her, what does everyone think?

My son had this once. It was just the one and it had gone within a few days. Not sure what it was but it hasn't come back.
