Dairy issues

Hi, I’m having a bit of a rough time with my 9 month old and eating. She has a dairy allergy but refuses all prescribed milks. We put her on to goats milk as it’s meant to be softer for babies tummies. It seemed to make a huge difference for a month to 6 weeks but has now gone back to how she was on cows milk. She refuses all foods and has recently started to make herself sick when eating whether it is a puree or solid food. Doctors are not willing to help or refer us as she isn’t losing weight so they aren’t seeing it as an issue. I’m just getting worried that she has further allergies. Also worried she could not be eating due to tummy issues that she cant tell me yet. I know they say babies should stay on formula until 1 but I’m worrying this is causing her more tummy issues than if I could put her on a plant based.
just looking for some advice and help as I’m struggling and just worried for my poor girl x
