teething?

my baby boy has been very dribbly and unsettled, gnawing at every this past week, he’s acting as if he is teething (only just turned 4 months old), does this look like teething or are his teeth just migrating and shifting up, they look like they are pushing through the front of his gums.

That's just them under the gum they will come out the top. Yes teething will cause pain with some babies for weeks / months before erupting.
My DS2 was dribbling and rubbing his gums 2 months before his first tooth popped out at 6 months.

My DS gums have looked like this for 3 months now. He's almost 9 months with no teeth erupted yet, but has been teething since 4 months old too. It can be so tough for them. Hopefully your LOs will pop up soon. Lots of teething aids that can help. My DS loves Matchstick Monkey and Teetha Granules.
