21 month old refusing nap - what time should her bedtime be?

When she’s with me, my 21 month old refuses her nap - she will usually sleep for an hour and a half or so at nursery.

Sleep isn’t great when she doesn’t nap so I’m wondering about bringing bedtime forward (usually 7) but how much? Worried about 4 am starts!

My dd started to refuse naps around that age.
I put her to bed around 5.30-6pm and she didn't wake up untill 6.30am.
