Potty train nearly 3 year old

Tried potty training my nearly 3 year old without much success so far. We've got toddler toilet steps with seat which he uses when we put him on the toilet to clean him sometimes. If he needs a wee whilst on the toilet being cleaned, he'll do it in the toilet but otherwise will just do it in his nappy/pants when we've tried them on him.
Can also tell when he's doing/about to do a poo and I've tried taking him to the toilet but he'll just do it in the nappy/pants we put on him after and not in the toilet.
Sometimes he'll outright refuse to wear pants or sit on the toilet and throw a tantrum. He's very aware pees/poos go in the toilets, we've read books together on it, spoken about it, and he'll tell me he needs a wee and do it when we're cleaning him on the toilet.
Any tips would be much appreciated, he'll start nursery soon and I really want him to be nappy trained by then

You need to get rid of the nappies during the day (keep them for nighttime).

Get a potty.

No pants or nappy, just bare bum.

Get some chocolate buttons and give him one every time he sits on the potty and has a try. If he gets a wee or poo in there massive praise and an extra chocolate button. If he has an accident, don't be cross but get him to help clear it up. Having an accident must be more effort for him then going on the potty/toilet.

Do this for a few days and see where he is.
