Toddler padded harness vs reins?

Can anyone recommend what is better between a padded type harness or the more traditional reins? Or something else? I am looking at two options -

It’s for a 17 month old so he is still quite small but very active!

For my child I found the more strappy reins she could slip out of. Even if I did tight she would slip off the shoulder.
