1 year old red, raw skin under eyes

Hi,
Our dd started having flareups on her cheeks when she had a viral infection, that was a few months ago. Since then the skin beneath her eyes have been red and sore, I tried epaderm, aveno baby eczema cream and avene cold cream as the doctor recommended it, it got better momentarily. The doctor said it’s just dry skin and nothing to worry about but I’m starting to get concerned. It’s out in full force again, it looks awful and it’s very sore, it almost looks like she has two black eyes. Could it be an allergy? We’ve not seen any signs of it but her brother had cmpa.
Any creams you can recommend?

Sounds like eczema.

My first thought was dairy intolerance so CMPA could fit.

I get this a lot and I have skin allergies. Even though it’s difficult and seems counter intuitive id avoid putting anything on it for two weeks and see if it clears. Many moisturisers give me an allergic reaction. If after two weeks it’s still bad then I’d try eliminating foods but I’d start with the creams.
