Help! 3 year old sleep issues

Hi!
I'm looking for some recommendations on what I can try for my 3 year old. This is the situation. He has never slept well,
didn’t sleep through until 18 months and then only for 6 months until he could jump out of the cot. Unfortunately I am his sleep association in that I always need to be with him until he falls asleep. First of all I would love to combat this and get him to fall asleep on his own after bedtime routine. The second and most importantly, stop the night waking and having to sleep with daddy. He used to come in with me and hubby slept in spare room, now we have a surprise new baby, so the toddler starts off his night in his room, we do bed time and 2-3 hours later he is crying the house down, and wants to sleep with daddy. Of course, being working full time parents we always cave for an easy life. We want to break this now, hubby wants to be able to help with the newborn at night but is restricted as the toddler is demanding of him as he won’t sleep alone. I understand I have created a rod for my own back until now, but I’d really love for toddler to be able to sleep through in his own room, the broken sleep is really affecting behaviour etc. My toddler is at nursery and does not nap at all, refuses point blank, so he is up between 6 and 7 and I get my best to have him in bed 12 hours later. 9 times out of 10 he overtired so there are tantrums when he goes into sleep with daddy causing him more stress, Which can all be avoided if he sleeps in his own room all night.

Old enough to try rewarding good behaviour, star charts or other reward system. Sit by side but not in bed. They will show off more due to new baby.
