My 3yr old still in nappies!

Hi everyone, just need a bit of advice please.

My beautiful 3yr old is still in nappies. Here's the thing,

At nursery she will happily wear her knickers to school, she doesn't have many accidents and the teachers tell me she sits on the toilet and does a wee, absolutely fine.

At home, she will happily wear knickers all day too, and she will, with some encouragement sit on the toilet/potty. Sometimes she will just sit on it on her own. But, she won't actually do a wee. She sits there for 5 seconds, tells me she doesn't need a wee (when I know she does) gets up and that's that. If I try and encourage her to sit and wait a moment she gets upset. She will then go and wee herself.
Feels like I have tried most things, rewards etc we have a sticker reward chart, lots of praise. She just won't have it.
Any advice would be greatly appreciated.

Have you tried giving her something to do in the potty?

I used to sometimes put on a short tv programme and give them something fiddly like a little pot of raisins to eat whilst they say there or just passed them a book to look at.

Will she do tile play like getting her folks or Teddy to use the potty?
