Could she be autistic?

I’m a little worried about my 19 month old, she flaps her arms and walks on her tip toes, she can only say around 5 words she has also started to do a few animal noises, she can’t use a spoon for fork only if I load it for her, also her temper is bad when she’s angry she will bang her head and headbuts us I’m due another baby in 2 months I’m so nervous how she’s going to react could she be autistic?

It is really too early to make judgement calls at this age.

All behaviour is communication. You mentioned she doesn't use many words - have you tried makaton? Being able to communicate effectively should help reduce frustration.
