Helmet for under 2

Wanting to get a balance bike for 18 month old - can anyone recommend a helmet? All at Argos say for over 3s but surely kids 18m + are on scooters, balance bikes etc and therefore need a helmet??

We got one from a local independent bike shop - the smallest helmet in the shop was too big for DS so they measured him up and ordered one in which was perfect.

We have an Abus one (from Amazon) that DD has used from about 9 months, in the bike seat.

We also have an Abus one, from memory it fits 45-50 cm head circumference.

It's to do with the requirements to be allowed to say suitable for under 3's. Nothing to do with safety of the helmet, it's to do with toy regulations

DS's first helmet was from Bell.
Actually, so is his current one, 15 years later!

My daughter is 4 but the size of a 2 year old and we got hers from halfords. They have a 0-3 range. She was 3 when we got it and in 18-24 month clothes.
