Can a specialist setting ever be regressive?

Just looking for experience with anyone putting their child in a specialist setting and seeing a stall or regression in progression?

A family friend has a little boy with autism. He started at a SEN school completely non-verbal aged 4 and by October half term he spoke his first words. He has gone from strength to strength since then. He is still significantly impacted by his autism but he has far exceeded expectations compared to when he started at the school.
