Struggling to come off formula !!!

18m and struggling massively to come off formula, tried mixing, reducing, everything!!

On follow on for the correct age bracket but it's pricey and he just will not entertain cow's milk at all. We've tried a bottle, sippy cup, straw cup, nothing!! 🙄

This is only evening and I feel it's his sleep association, as soon as it's drank, he's speak out for the full night. Has 3 meals per day as well as snacks and drinks water from a straw cup.

I'd mix up 3/4 formula then add 1/4 cows milk. After 2 weeks I'd switch to 50/50. Then 75/25 then 100 percent cows milk.
