the families the govt are targetting won't attend, lots of money will be spent and it won't address the needs of those it was meant to support and help

The same is said about SureStart. I live in a SureStart area, am not one of their 'target group' but found it very helpful to get out and about, meet other parents and generally get used to life as a new parent. With no family nearby and no other friends with kids, it was hugely helpful to me. Did the government waste their money on me though?
