Baby acne? Allergy/CMPA?

Hi everyone, first time poster here!

My baby is 4.5 weeks old and over the last few days has developed spots on his skin. It is only on his face, started on his forehead and has spread to cheeks and eyelids.

Does this look like baby acne to you, or could it possibly be an allergic reaction? He is quite a refluxy baby and spits up often, if this is of any relevance.
