Head scratching

My nearly 4 month old daughter cannot stop scratching her forehead. Short of covering her hands 24/7 (which I really don’t want to do as shes learning how to use her hands etc) I don’t know what to do. I’ve filed her nails but clearly that’s not even good enough.
She looks like she’s been attacked by a wild animal!
I just don’t understand why she’s doing it 😞

My daughter is 10 months and she's the same. I worry what people think when they see all the scratches on her head/face. I think it's just a behavior that some babies do when they are upset to try and sooth themselves and eventually they'll grow out of it. My daughter did have some dry skin on scalp which I thought was causing it and that's gone now but she still scratches. I tend to just cover her hands at the times she most likely to do it which is usually night time. Sorry I don't have anymore advice, let's just hope they grow out of it soon.
