Baby not drinking enough?

Hi everyone, over the past 2-3weeks baby doesn’t seem to drink more than he had been doing around 12 weeks. He’s 4 months on Tuesday.

He used to drink around 36/37 oz a day recently it’s been more like 28oz over the past 2 weeks. He did have a cold a week ago but the feeding was the same prior to that (Formula Fed). I’ve no idea what he weighs now but he was big 13.2 at 8 weeks old! My guess would be he’s probably 15 pound or so now.

I do think he’s been going through something developmentally though, distracted easily while drinking, I found that feeding in a quiet dark room made him drink more. Today he took x2 8oz bottles and x2 4oz and he will be offered one more at 11pm, he will likely take 4oz max. He doesn’t wake up normally through the night for a feed anymore and has enough dirty and wet nappies per day. I did up his teat to level 3 fast flow and that did up his intake more and seemed less tired/fidgety while drinking.

Is it normal for babies to drink different amounts every day And lose interest in milk? He was such a good feeder, this has been strange the past few weeks!!

To add I thought maybe he could be teething, keeps putting his fists in his mouth, abit slobbery and crying (he’s normally very placid and happy), seems to be wanting to chew more too!
