Just shy or something underlying?

DD turned 3 in December. Nursery raised concerns just before she turned 3 as she barely spoke at nursery. While her speech isn’t really advanced I was shocked at this as at home she is very chatty and enjoys playing with her younger sibling.
We arranged a play date with a little girl from nursery, first time it went really well. The second time the other mum invited another girl from nursery, I don’t think DD knew her well. When we arrived at soft play to see them both DD burst into tears and kept asking to go home. I could tell she was just so nervous it was someone she didn’t know well 😞
This was a few months ago, recently nursery have said DD has really come out of her shell and is very chatty. Today we had a birthday party with someone from nursery, she was very excited. When we arrived she was telling the names of the children there. I noticed she didn’t go up and say hello to any of them, and the ones that did speak to her she didn’t say anything. Within 5 minutes she was so overwhelmed and wanted to leave 😞 it breaks my heart that she struggles so much to play with other children. Could this mean there is another issue underlying? I just want to help my poor DD 😞
