Change Party Time

Our neighbour has arranged a party time for the same time as another child at their kids school. Both same group of friends with pretty much exact same invitees other than some family/out of school friends. They overlap by 1 hour. She’s upset as no one has RsVP from the school chums.
Personally, I would contact the other mum and she is she could pull hers forward slightly and neighbour can push hers back a bit. Or I’d change mine to next day. Neighbour isn’t sure and I’ve never been invited to two parties for same child same day so not sure. Is there a protocol?

If kids have already accepted the other invite, and are all aware of the start time, then neighbour needs to have it later or the next day.

Since Only handed out I’m presuming they haven’t replied to either. Anyway someone has replied to say yes but they’ll be late due to other party (which they’ll leave early).
Would not be happy if I was other host but oh well.
