Advice needed on 16 month old sleep issues

I’m looking for some guidance on how to handle some issues that my 16 month old is experiencing with sleep. I’m pretty sure she’s going through a regression at the moment and I want to make sure I’m doing to right thing to get her back on track when it’s over. For context - she usually sleeps fine, she dropped down to one nap quite early on (at about 12 months) and has been coping perfectly with it, up until about a week ago. Currently, she wakes up at about 7am and I put her down for her first nap at about 12. She sleeps until around 2pm and I then put her down to bed at around 7pm. There are no issues with her nap currently, she goes down fine, but bed time is a nightmare. She doesn’t usually fall asleep before 9pm (even if she wakes up from her nap at 1pm) meaning she’s awake for 7-8 hours before falling asleep. She’s definitely not ready to drop her nap completely, because she missed a nap the other day and fell asleep at 3pm in the car. I’ve tried getting her up again for a bit and putting her back down, giving her cuddles and also just leaving her, all of which have the same result (she falls asleep late). She doesn’t really cry or fuss when she’s in her cot, but will just lie there awake for 2 hours before falling asleep. I really don’t like leaving her in the cot for that long whilst she’s awake, because I feel like I’m neglecting her! I’ve read that it’s important to keep consistency during these periods, but what does that mean if she’s awake for 2 hours post bed time? Does it mean I leave her, or should I extend her wake window and start putting her down at 9pm? Any guidance on this would be very much appreciated, as I don’t want her to develop bad habits and Im sure she’s not getting enough sleep right now! Thanks
