Why wont my four year old sleep!

I feel I've posted a few times about this but any suggestions are welcome at this point.

My son's just turned four and his sleeping is a problem.

He generally goes to bed at 7, messes around until about 7:45. He will generally wake once in the night and then be up and trying to be up for the day anywhere between 4-5:30. In doing this he obviously was wakes me and dh but also my younger child too. He is so tired and has bags under his eyes but he just will not sleep at night. He'll be going to school in September and I'm so worried about how his sleep (or lack of) will affect his concentration.

We've tried putting him to bed earlier, later, giving him a daytime nap, not letting him nap, he's got a okay to wake clock, tried reward jars, tried weighted blanket. Probably other stuff too but any suggestions are welcome 🤦🏼‍♀️ we need sleep!

Does he wake up needing the toilet?
We still lift our 5 year old at 11pm and take him to the toilet....in the hope that it will give us a bit of extra sleep in the morning

He still wears a nappy at bedtime although when he wakes at between 4-5:30 he does go to the toilet but then doesn't go back to bed!
