Year 6 child not dressing properly for winter

I have a child diagnoses with sensory issues. Dread this time of year. They were always difficult as a younger child and toddler but managed to dress them properly but now they are older, more defiant and refuses to wear jumper under a fleece coat. I've suggested buying a bigger jumper for schoolz a new coat but we have meltdowns. We are doing occupational therapy and there is more there then just sensory issues. Possible adhd or asd ? It's hard to tell with girls as they mask better but the traits are there. I'm constantly fretting. They complain they are cold in the morning but still refuse to dress properly. I don't know what to do. Season changes are always hard.
