Would you say this is enough for the winter for a 2 year old toddler?

Just that really. Here is his wardrobe:

3 x pairs of jeans
2 x long sleeve t shirts
2 x sweatshirts
1 x hoodie
2 x joggers
2 x thermal sets
1 x rain jacket
1 x heavy jacket
1 x cardigan
1 x button up shirt
5 x vests
3 x knitted tops
1 x pair of winter boots
1 x pair of rain boots
1 x converse shoes

1 x puddlesuit
1 x gown
4 x pajamas

If the knitted tops are jumpers then the only thing I would add would be some more long sleeved tops and possible another pair of joggers. Otherwise assuming you can wash and dry quickly that all appears adequate.
