How can I help my toddler fall asleep in her own cot?

My very nearly two year old has never fallen asleep in her cot by herself. From birth she has screamed the moment she’s left alone- we have tried and given up multiple times.
She is taken into her room after bath and a story and myself or my husband will sit on a chair next to her cot, give her milk then lower her into her cot when she’s asleep.

I’d like to try and get her falling asleep in her own cot. Has anyone been in this situation with a just turned two year old? I would love some advice or an approach to a sleep plan we could work on. The only thing is neither myself or my husband are comfortable with letting her cry it out, so any other methods much appreciated!

We started by putting our DS in his cot then sitting holding his hand until he fell asleep then moved to just sitting in the room until he was asleep. We have only very recently stopped sitting in his room (he’s now 3.5 years)
