Birthday party bags

Dd is having a party on sunday. Reception class. Invites were sent out via school beginning of november with rsvp date 1st dec. 26 children (small class) whole class invited. 19 rsvps, 1 declined & 18 confirmed. I dont know all the parents and especially dont know the parents of the ones that have not responded.
Do i do enough party bags incase they still turn up, which to me is a cost id rather do without, or spend on party game prizes, altho i appriciate that if they had responded id be doing them anyway but knowingly. Or just for the ones that replied but potentially have disappointed kids through thier parents disrespect?
Or have back up sweets instead as they can be used or gifted elsewhere?

I always do a couple of extra, but not expensive stuff. I buy a big bag of sunflower seeds (for planting) and split them, a small bag of sweets from a multipack, cake, and a couple of transfer tattoos cut from a big sheet. Not very exciting but cost me just over a fiver in total! The plastic tat we usually get in party bags just goes in the bin and always feels like such a waste because I know how expensive it all is!

Do you have a class whatsapp where you can chase for final responses? If not, I would take a few extra bags and just put some sweets in if they turn up. I wouldn't get too bothered about that though. Name the bags though so the kids that did RSVP get their nice bags.

Some parents are so rude, it takes a second to RSVP but these are usually parents waiting for a better offer/kids that never attend parties so they don't feel the need to let you know.
